The Director of Financial Operations is the right hand of the Chief Deputy Treasurer.
In this executive role, a successful candidate will be able to work in a high pace environment and manage multiple projects simultaneously.
The successful candidate will be responsible for cash management, investment management, some tax collection duties, along with various fiscal functions including accounts receivable, accounts payable, and reconciling?general ledger transactions.
Daily tasks will consist of tracking the investments of Lake County funds in accordance with the Treasurer's investment policy and with the Illinois Public Funds Investment Act.
? Additionally, you will be responsible for tracking the county's various bank accounts and ensuring that funds are available for disbursement when needed, while estimating cash deposits and required disbursements to ensure sufficient funds; tracking collateral; supervising all property tax refunds; journaling receipts; and researching property tax payment issues.
?This role will involve supervising up to four direct reports.
In order to be successful in this role, you should have a?bachelor's degree in accounting and years of experience with financial accounting and government finance.
Individuals should have a working knowledge of auditing procedures for internal control.
Experience using Oracle Enterprise Resource Planning (ERP), tax collection systems, specifically iasWorld and investment tracking software (Sympro), is preferred.
? Possessing the ability to effectively problem solve and have the ability to work both individually and in a team atmosphere is encouraged.
This position has flexibility in scheduling and allows for one (1) day per week to work from home at discretion of the Treasurer or Deputy Treasurer.

Essential Functions Plan, develop and implement complex financial and administrative strategies Maintain County investment portfolio Partner with other County departments to assist in wealth management Generate monthly and annual investment report Processes all county investment entries Review/approve and act as a back up for County collector bank reconciliations Budget and investment forecasting Oversees accounting team owned tasks and job functions Customer service for escalated financial issues Perform daily banking functions and manage all bank relationships Custodian for all County Bank statements, collateral statements and investment reports Works closely with Finance Department and independent auditors for all Treasurer related audit items collaborate with other county departments on a regular basis manager for staff of four accounting team members Knowledge Skills Abilities and Education Required Bachelor's degree in finance (may be substituted with 10 years of relevant experience or other closely related degree) Master's degree in finance/ business or CPA preferred Minimum 5 years experience in banking, accounting or government finance Advanced mathematical skillset (algebra, statistics) Experience with Microsoft Office applications (advanced knowledge of Excel) Vast understanding of government accounting Employees who meet eligibility requirements will have access to Lake County's competetive benefits package including health, dental, vision, life insurance, pension, deferred compensation plans, transportation, and so much more! The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
