Description

Provides leadership & strategy for a global group of IT professionals supporting Global Clinical Development including Therapeutic Areas and Clinical Operations and Global Medical Affairs unit responsible for the definition, development, implementation, operation and support of computer-based systems and related processes and tools which provide information for reporting, operations, and decision making. The primary focus of this position is on operational support and enhancements of systems that manage all aspects of clinical trials conducted globally and used by Medical Affairs users. The major systems in Clinical Development include CTMS/IMPACT, e-Monitoring Visit Report (SMART), Investigator Portal (ACE), Enrollment Data Loader, Clinical Trial Registration & Results Disclosure User Entry (CTRUE), ClinicalTrial.gov Disclosure Posting (SPECTRIS), Interfaces (SOA/ESB/Other) and Clinical Trial Financial Management (Quantum). The major systems in Medical Affairs are Investigator Initiated Study Proposals (INSIGHTS2), Medical Publications (PROMPt), Clinical Science Manager Interaction Tracking (SCORE), Non-Promotional Material Review (NoPro/In-Function) and Medical Information Request Management System (AIRMS). There are also many emerging needs relative to eLearning, global collaboration and analytics/reporting.


Key Responsibilities Include:

Operate applications per business expectations and minimize adverse impact to business
Minimizes the TCO of the systems across systems portfolio
Creates and manages an effective systems portfolio and maintains the systems up to appropriate current versions of technologies
Responsible for compliance with applicable Corporate and Divisional Policies and procedures. Participates in setting policies and procedures.
Understands and contributes to organization's vision, goals and strategies. Aligns department priorities appropriately, determines critical success factors, evaluates and pursues initiatives, investments and opportunities based on fit with strategies.

Ensure that IT solutions meets the needs of the business.
Negotiate for and secures resources to meet the long range operational demands of the area.
Oversee and control department budgets, project capital/RCE expenditures & ROI: develop, monitor and meet expense and recovery plans; continually look for opportunities for cost reductions and cost avoidance.
Manage IT investment for the function.
Responsible for all aspects of people leadership; setting expectations, coaching, counseling, developing, evaluating, feedback, hiring, discipline and separations. Determine necessary mix of skill sets.
Confronts and deals with employees issues in a constructive and timely manner. Responsible for overall morale of team and promotes cohesive attitude.
Establishes staffing/resource plans, determining appropriate mix of sourcing opportunities (outsourcing, offshoring and hot skills). Responsible for overall Organizational Effectiveness.
Establish and maintain high-quality relationships with all levels across the company and with external partners.
Supervisory / Management Responsibilities
Operate within broad goals and objectives.
Make strategic decisions that impact division or site. Final decision authority for department budget and project activities.
Manage shared services that span multiple virtual teams across the world and cross cultures.
Global - broader span of business processes and applications.
Manages 1-2 leads which includes 10-15 employees and 10-30 contractors/consultants, direct/indirect at varying levels of Application Technology individual contributors. Lead direct staff in other locations and countries.
Business Users - 3000-4000 in two global R&D organizations, each of about 1500-2000 users.
Global IT organization with resources in US, Germany and India

Qualifications

Basic:

Bachelors Degree or equivalent experience, preferably in software engineering, business, information systems, or a discipline closely related to pharmaceutical clinical development and medical affairs.
13
years of overall experience, including 5 years systems management experience; experience should also include project management, systems consulting, employee development, and strategic system planning input.

Preferred
Qualifications:

IT Leadership Experience - Global scope and responsibilities, projects, application support & coordination with internal and external service providers.
Experience with integration platforms and architectures, analytical/visualization tools and data warehousing, and project management.
Prefer experience with Clinical Trials and related IT solutions.
