Description
Directs, manages, plans and administers the operational and administrative activities of an Application Operations section for R&D, including Finance, Outsourcing, Library, Engineering & Scientific Services, Employee Health & Safety, Project Management and HR business areas. Manages a diverse staff responsible for Production level application support, enhancements and modifications. .
Key Responsibilities Include:
Responsible for compliance with applicable Corporate and Divisional Policies and procedures.
Understands organization's vision, goals and strategies. Aligns department priorities appropriately, determines critical success factors, evaluates and pursues initiatives based on fit with strategies.
Champion change and innovation. Stimulates creativity and innovation in others. Open to new ideas. Supports those who initiate change and take risks.
Anticipates and recommends technical solutions to business problems.
Accountable for effectiveness of systems solutions relative to business requirements.
Negotiate, secures, oversee & ensure that resources are available to meet the daily operational demands of the area.
Oversee and control department budgets, project capital/RCE expenditures & ROI: develop, monitor and meet expense and recovery plans; continually look for opportunities for cost reductions and cost avoidance.
Prepare budgets for cost pools and manage to them.
Responsible for all aspects of people leadership; setting expectations, coaching, counseling, developing, evaluating, feedback, hiring, discipline and separations. Determine necessary mix of skill sets.
Establishes staffing/resource plans, determining appropriate mix of sourcing opportunities (outsourcing, off-shoring and hot skills). Responsible for overall Organizational Effectiveness.
Confronts and deals with employees issues in a constructive and timely manner. Responsible for overall morale of team and promotes cohesive attitude.
Establish and maintain high-quality relationships with all levels across the company and with external partners.
Operate applications per business expectations and minimize adverse impact to business
Minimizes the TCO of the systems across systems portfolio
Creates and manages an effective systems portfolio and maintains the systems up to appropriate current versions of technologies
Develop IT talent
Promotes a Global Perspective.
Operates within well-defined expectations.
Make strategic decisions that impact department or division/site. May have final decision authority for department budget and project activities.
Manage shared services that span multiple virtual teams across the world and cross cultures.
Manages 1-2 leads which include 10-15 employees and 10-30 contractors/consultants, direct/indirect at varying levels of Application Technology individual contributors.
Global - broader span of staff, business processes and applications. Lead direct staff in other locations and countries.

Qualifications
Basic:
Bachelor's Degree or equivalent experience, preferably in software engineering, business, information systems, or a closely related discipline.
10-13 years of overall experience including 1-2 years supervisory experience.
Preferred
Qualifications:
IT Leadership Experience - Global scope and responsibilities, projects, application support & coordination with internal and external service providers.
Experience with integration platforms and architectures, analytical/visualization tools and data warehousing, and project management.
Prefer experience with Finance and related IT solutions
